Introduction

The Committee on Appointment, Promotion and Advancement (CAPA) is a standing committee of the Librarians Association, Berkeley. CAPA is charged to advise the University Library and Vice Chancellor on appointments, merit increases, promotions, and career status actions for members of the librarian series on the Berkeley campus.

Responsibilities

CAPA responsbilities are defined by APM 360 (Librarian Series) and APM 210 (Review and Appraisal Committees). CAPA's work is further defined by the Berkeley Procedures for Review of Librarian Appointments, Promotions and Advancement.

CAPA carries out the following responsibilities:

  • Reviewing appointments to the librarian series with recommendations to the appropriate adminstrator
  • Providing nominations to the appropriate administrators who shall appoint members of all ad hoc review committees;
  • Reviewing all dossiers for merit increases, promotions, and career status awards, with recommendations to the appropriate adminstrator.
  • Consulting with the University Librarian in the case of The Library or the Vice Chancellor in the case of the Affiliated Library units about specific appointment and review cases.

Note: All deliberations and recommendations of the Committee on Appointment, Promotion and Advancement are kept in strictest confidence.

Membership and Terms

CAPA consists of seven librarians with the rank of Associate Librarian or Librarian, who are appointed by the Executive Committee for three year terms. Five of these shall be Librarians from The General Library and two from the Affiliated Library Units.

Appointments are staggered so that no more than three new appointments (except replacement for unexpired terms) are made in one year. No librarian shall have a second term on CAPA until three years have elapsed since the end of his/her last term of office.

CAPA terms of appointment begin on November 1.

The names of the appointees to CAPA shall be published in CU News.
