The chair would like to thank all the members of CAPA and the ad hoc committees for their work this
year. The chair would also like to thank AUL Susan Swarts and the staff of the Library Human Resources
Department for their support during a review cycle in which they did not have an Academic Personnel
Analyst. We’d also like to welcome Kimberly Bissell, the current Academic HR Analyst.

Interviews
CAPA interviews all candidates for positions in the Librarian series to share information related to the
Librarian review process and evaluate the candidates’ potential for obtaining career status at Berkeley.
Since May 2022, CAPA has conducted 28 interviews for the following positions:
• Politics and Social Policy Librarian
• Head Archivist, Environmental Design archives
• Processing Archivist for the Institutional Records and Faculty Papers
• STEM Librarian
• Research Services Archivist, Environmental Design Archives
• Politics and Social Policy Librarian
• Social & Cultural Studies Librarian
• Business Resource Librarian

Position Descriptions
CAPA reviews position descriptions for openings in the Librarian series. Since May 2022, CAPA has
reviewed four job descriptions.

• Social and Cultural Studies Librarian
• Legal Research Librarian for Foreign & Comparative Law

Librarian Review
For the 2021-2022 Librarian review year, CAPA reviewed 29 Librarians, including six appointees in
Affiliated units and 23 in the University Library. CAPA met weekly from the beginning of March through
the end of May.

Career Status and Promotion Reviews
Three ad hoc committees were convened to review at total of eight cases: one case involving both
career status and promotion reviews, two cases for career status review alone, and five cases for
promotion review alone. Thank you to the nine librarians who served on the ad hoc committees.

CAPA Initiatives
Task force on standard merit reviews
In January 2022, the task force submitted a report providing recommendations for streamlining the
merit review process. Task force members were James Eason, David Eifler, and Kate Peck. CAPA
reviewed the task force report and submitted recommendations to ExComm in April. The report and
recommendations are linked in this report and also can be read in the LAUC-B Ex Comm meeting
minutes for June, 2022.

CAPA Involvement
CAPA is composed of your LAUC-B peers. If you would like to be considered for CAPA service in the
future, watch for the twice-yearly calls in winter and summer to register your interest in CAPA via the
Nominating & Elections Committee’s LAUC-B volunteer form, or contact a current member of CAPA.
Upcoming opportunities for service will be on the ad hoc committees. This provides a glimpse of the
review process from the reviewer’s perspective and is good experience to build prior to CAPA service.
Ad hoc committee requirements:
● You must have career status
● You will work as a member of a team of 3 librarians to review one to three career status and/or
promotion cases
● You must be available between late January, when ad hoc appointments are made, and the end of
March, when the work of the ad hoc committees is completed.
CAPA membership requirements:
● You must hold the rank of Associate Librarian or Librarian
● You must have career status
● Prior service on an ad hoc committee is preferable
Two or three CAPA appointments are made in the late summer or early fall each year. CAPA attempts to
maintain representative membership including librarians with different work experiences and functions,
from different units and divisions, and from both Affiliated and University libraries. This balance of
members is essential to CAPA’s peer review role. If you have indicated interest and have not yet been
invited to serve on CAPA, we encourage you to continue volunteering.

Nominating and Elections Committee

1. The 2022-23 members of the LAUC-B Nominating & Elections Committee are as follows -

The incoming Nominating & Elections Committee will be holding its transition meeting (to be convened by the outgoing chair) in early December.

2. Following recent practice, the 2022 LAUC-B elections were conducted online using Qualtrics, from June 14 through 30, concurrently with the LAUC Statewide Election.
● 54 LAUC-B members participated in the election.
● Vote tallies were recorded by the Chair on July 1 and will be disposed of (per committee procedures on confidentiality) after the Fall Assembly.
● Election results were reported to the LAUC-B Secretary, via email, on July 1.
3. The following LAUC-B members were elected to LAUC-B executive offices -

Soon after the election we learned of the impending departure of Celia Emmelhainz, who had been Vice Chair and would have imminently served as Chair. A transition plan was developed by the Executive Committee in consultation with Nominating and Elections. Per the by-laws, Jesse Silva advanced to Chair, skipping his year as Vice Chair, and the Executive Committee appointed José Adrián Barragán-Álvarez Vice Chair pro tem. Thus, for the 2023 elections, Nominating and Elections will need to find candidates for both the Vice Chair and Chair positions.

4. The committee made recommendations to the LAUC-B Chair for appointments to local, staff,
and statewide committees. The following members were appointed:

Report for 2022 Fall Assembly

Activities

The R&PD committee held its transition meeting on September 12th. Naomi Shiraishi and Jennifer Nelson were selected as co-chairs.

On October 12, 2022, committee co-chairs Naomi Shiraishi and Jennifer Nelson attended the LAUC-B ExComm meeting to discuss the budget for R&PD-organized events. Traditionally the R&PD committee has been responsible for the logistical portion (venue and catering) of the CAPA annual Review Workshop, which was always held in-person pre-pandemic. ExComm and R&PD conceded that, for the foreseeable future, the CAPA Review Workshop will be held online, and therefore R&PD no longer has a role to play in its organization. As far as catered events, R&PD will instead focus on a Happy Hour event held after the New Librarians event (see below).

On October 17th, 2022, the R&PD committee sent out the statewide CFP for LAUC Research Grants, due to the local R&PD committee on November 18th, 2022. Our committee received four full grants and two mini/presentation grants applications,  which were forwarded on for consideration by the Statewide committee.

R&PD will commence organizing the annual New Librarians in January, to be held sometime in the spring (April or May), from 3-4pm. This will be followed by a Happy Hour at the Faculty Club or Free House beginning at 4pm. 

The committee is also considering organizing an event to showcase member research projects (either in-progress or completed; both LAUC-funded or otherwise). Hopefully such an event can be held in-person, for example in Morrison Library.
